Edge-of-field structures like saturated buffers and oxbow wetlands are permanent infrastructure. Once installed, they prevent nitrogen and phosphorus from entering Iowa's streams every single year for 50+ years. That means a structure funded in 2027 instead of 2032 delivers five additional years of nutrient removal.

If the same 20 oxbows and 200 saturated buffers are funded and installed on an accelerated timeline, instead of a regular one, it leads to drastically different nutrient saving outcomes.
